High Country Gardens in New Mexico sells vegetable and flower seeds and plants that will grow well in the high prairie. They also sell gardening supplies that are useful for high prairie gardeners.

As far as the cat poo goes, I have no idea whether it kills vegetation or not, but I sure wouldn’t want to eat vegetables grown in it!
