Gardening question. How to keep turtles away from strawberry plants?

I can’t fence them in because we have neighborhood rules about how our yards and landscaping should be and I don’t want to harm them, but there’s a bite out of a lot of my strawberries and I find a turtle or two in the patch some mornings. Any suggestions?
I know, I like turtles as well, but I have work and school I can’t watch them 24/7.
